Since you just compared it with Trish, Trish can actually bring power to lower than her level, giving her a good chance in winning a round. A tie power "at best" with a clan that doesn't have manipulation bonus isn't exactly easy to win a round with, as you well know.
Anyway, the real problem is really the imbalance. Once you drop a bomb like Bonnie Ld, then of course people are going to expect no less for Lds on other clans.

why couldnt she have been trained by someone more legendary... like Emeth or DJ Korr Cr
or maybe General Cr 's wife or something, and then the junta's sister clan gets Futoshi Ld, one of the best ld in the game!!!
junta got short changed smiley but its ok, cuz we still have the almighty General, and Fang Pi can have their little er... Lao Cr... smiley
Naja Ld doesnt even appear to be a relevant parody of anything! the junta hate the current government, not the Vortex! for all we know the Vortex could be the result of the Junta efforts.
all in all, disappointing card. but hey
every chess game needs pawns.

The Historical Perspective:

Originally, she was 5/5 with ability Power=Power. While her 5 damage was above average (especially with the clan bonus), 5 power didn't really cut it. Even with her power activated she was often at a disadvantage.

Now with her power bumped to 7, you don't even want her ability to go off! SoA? Yes, please! She beats most of them in a straight up fight. a 7/7 3-star is pretty darn nice. Still better options at 3-star, though.
