Baldovino's minimum actually does hinder him occasionally.
But the main problem is that 5* isn't optimal for a poisoner, and there is little justification for running a 5* Freak.
Freaks should be used in a 1/2 or a diminished 1/2 (3 characters). The Freak bonus will never make an actual difference in game mechanics more than once. Think of it this way: the first Freak in your draw has no bonus. The second Freak in your draw is the only one that has a bonus. If you get a draw with 1 Freak, you will have 1 character with no bonus. If you get a draw with 2
Freaks, which is the ideal, you still have 1 character with no bonus. And if you draw 3
Freaks, then you get 2 characters with no bonus. So your
Freaks will often not have their bonus. The more you try to get your
Freaks to have consistent bonus, the more you risk a terrible draw of 3 or even 4
Freaks in your hand.
For a 5* to be justified, it has to be a perfect combination of stats, ability AND bonus. Even the topend 5*s are worse than the topend 4*s if they don't have their bonus. This is why there are really no 5*
Skeelz justifiable outside of Caelus.
In other words, 5* is too much of an investment on a character in a clan where you have to be viable without bonus. And also there are really no topend 5* poisoners.
That being said,
Baldovino isn't just a poisoner.
Baldovino is really awesome and terrifying and underrated. But you should not play him over
Grudj because
Grudj is the best Freak character.
