Although rumors had been flying around for the past few weeks, the news still took many of the city’s inhabitants by surprise. Smokey and Amiral Py have just announced they’re leaving Clint City to set off on a voyage around the world in a boat they did up together. From Wednesday, December 23rd 2009, these characters will no longer be available in the shop’s packs. However, players who already own them can continue to use them as normal. Sales of the two characters on the market will be blocked until the morning of Friday, December 18th.

I've no idea what he'll end up at... being both 3* and still ELO legal, there is no price precedent I can recall. I think, for at least a few months, he will still be affordable. He just isn't going to go Lyse Teria... there's ample copies of him floating around and he isn't on Lyse Teria power level. Thinking about it, I expect him to be at least a little higher than Zatman (who isn't CR) but lower than Vicki (who deserves being CR).
He's banned frequently enough as is. Piranas are surely more dangerous with him legal, but removing him they still have plenty of weapons, enough for a half deck and it doesn't terribly diminish the monodeck much either. Piranas have been doing what they've been doing with him in and out of rotation for several months already. His value will be a ELO card that is useable roughly once a month, in a clan that is quite competitive even without him.
He's probably going to be a little higher than Dahlia, to make him the most valuable Pirana. Dahlia has just dropped to about 14k. Damn I wish I had a spare Smokey, I could sell him for Dahlia...

Really if you watch the market Cr go for a higher price at the start because everyone is rapid selling give it two-three months and he will be cheaper then he will be the next week or so.
