Admiral Py is something for collectors only, he's never going to be used in a serious deck. The way they go out of the game is people that have them stop playing meaning that the supply reduces, meanwhile new players don't have them but want them so demand rises much faster than the occasional lottery or Elo rewards create them, so the prices will rise.
