Cesare - 6/1 with SoA (ability) and -2 opp power, min 1 (bonus)

- 6 power is pretty nice with -2 opp power,
- The ever lovely SoA that can help you take down Copper and the likes
- Only 2 stars! More room for ya to budget in Striker and/or Marina
- All hail Cesare!

- 1 damage is very weak, even for a 2* Like, very very weak, and he has no bonus or ability that benefits from his victory.

Overall: 5.5/10. A shame, All Stars really needed a strong 2* for if Jessie gets banned. Cesare only exists to win and stop your opponent from doing damage (from threats like Copper, as mentioned). The prboem is, you get nothing for your pills. If Cesare became a Graff clone, he'd be much more playable.... I'd take Ashley's damage reduction

Cesare - 2* referee of All Stars.

Level 1: 2/1 (4/1 with bonus)
Level 2: 6/1 (8/1 with bonus) SOA

-A good power for a 2* card.
-Very low damage.
-Not very bad against SOB
-A little bad against SOA
-6/1 against SOA and SOB together.

I think Cesare is a good 2* card.
He isn't the best but he is good for your budget.
He can be more expensive.

Cesare: 6/1; Stop Opp. Ability at level 2

-a poor 2* card for the All Stars clan
-low power, combined with pathetic damage (in a clan that doesn't help at all from this point of view) makes this a below average card
-although his ability is great and really needed for this clan, Cesare doesn't cut it, as his usefulness is extremely limited...

It's a shame, I'm a fan of Caesar salads, but I wouldn't use this card as an ingredient...

Spudd Vision: Cesare the Ref-man

Have you ever seen a relentless person bent on making you do things linke stand straight, chew food properly, clean your bedroom, make you do your assignments and all things chore-related that only a parent will give you? If you're a team or a single sports player and met Cesare while playing then congratulations, you'll be having a demon staring at you for 15 or more minutes, and I fought a Nightmare dude.

Cesare always recognizable with his stripes and um... hairless head... He's not actually one of those mustachioed losers who tie your loved ones on a train tracks for fun types of guys. He's just strict, very very very very very strict. But hey, he's the only person who stands in between order and a field of blood, body pyramids, cursing players and mourning relatives.

But the problem is, he and Striker don't mix.

6 power. Nice little amount for a two star.
And the clans bonus, helps this two star a bunch!
SoA? Its a good little ability right here.
2 star, space for Elo.
Cheap card too!

Sadly, this card has 1 damage which is practically a laughing stock.
Base 6 power.
SoB hurts this card.

Overall 7/10. I totally think Slify overlooked that card. Its a good starter card, and it is a good card for Elo. I Would buy this card.

Lvl 1: 2p 1d
Lvl 2: 6p 1d Ability: Stop Opp Ability

-He is a 2* version of Striker with the same power!
-He's really cheap
-He can Stop Kolos, Kenny, Ongh, and Many more cards who have destructive abilities!

-He has 1 damage, he is not worth pilling
-He can only be used Defensively unless in a drastic situation
-He's a Ref.... Refs do not have good reputations

Cesare isn't the worst card in the world, he just doesn't have the damage to be a good card. Maybe 1 more damage, or 1 more power, more people would use the guy, but nope, he doesn't pass. He may be used as a filler in Elo Type 1 games, but other than that, I don't think you'll be seeing him much in Urban Rivals, I'm Sorry.
Overall Rating: 4/10 Now why in the heck did i put 3/10? He's just a filler in an All Stars deck and he can't even affectively change a game or be used as a good card. All i see Cesare as is a solid Wall that can scare the crap out of some cards, but other than that, Yeah, he's not too good.

--->6 power is dam right epic
--->2 stars
--->SoA as an ability
--->Quick Back up if tight on stars for elo
--->Extremely cheap costs about $170-$150

simply because there are better 2 star cards out there like stacy and jessie
but were i give him kudos is the SoA Ability and his price smiley
