Zhang is an elite officer from the Hong Kong police department, currently carrying out a special mission. She’s in Clint City to investigate Sai San and in particular where the money he uses to finance the Fang Pi Clang comes from. Rumor has it that Sai San is in cahoots with the Hong Kong underworld.
