Tula's either extremely useful, or a huge liability depending on the matchup. I wouldn't call her overpriced, but definately over-rated. People tend to remember fondly the times they beat Nellie and Oshitsune with her, and conveniently forgets how much trouble she had against opponents with 8 power/SOA/attack manip, or the time they drew her in a 3-1 split.
