It depends on your playstyle and also if you want to play a commonly played deck, or something unique. Knowing that would at least let you get an idea of what clans you'd want to use.

Do what everyone else does - play ELO, get experience and build there decks of the current weeks bans. Sure, we could give you hundreds of decks but you would have no idea how to use them.

Junkz/Roots

Fuzz/Ramona/Tremorh/Flanagan
Tuck or Gretchen/ Treeman/Jeena/Rico or Noodile Cr
Strong vs most things..only bad draws would really screw you over
Can play around with that build to include Quibik and some other things

If you honestly have no idea where to start I would recommend taking a atk manip clan and combine it with a stun clan (SoA or SoB).

Atk manip will yield advantage or be neutral against other clans in ELO.
SoA or SoB will cause problem for other clans in ELO that relies on their ability or bonus.

It doesn't matter what clans as all clans have good cards in their own right but it's up to you to experiment and build a deck you feel is good for the format.

Ivy makes a good bluff at round 1 or nice to have against Jungo or Pussycats you can replace her with Angelo if you dont like her
Furied Avola can 2 shot with any of the cards aside from the DR.
You can swap out ED CR for Desmond or Mona for Giofranco to meet your budget i guess
