If I wanted to speed up the process, I would post a in depth ELO guide to the english community explaining how to make high scores (1400+) in ELO.
Here is a great deck for ELO - Gretchen, Rico, Jeena, Treeman, Fuzz, Tremorh, Romana and Flanagan
An east way to quickly follow the meta is pick any deck, play a game with it and keep it if you win. If you lose, look at what went wrong and either conform or build a counter in response to the deck that beat you. This process is called theory crafting and will help you naturally become a better player in elo.
Giving you any 30K deck will not always provide you with the best results as the bans change weekly, unless you are simply looking for a deck for the week to play on. In that case just follow the above process and use cards accordingly with the clintz you have available. IMO if you are just looking for a 30k elo deck, it doesn't take 1000s of games to be comfortable choosing/making decks. It just requires you to put a little thought into what works best. A "good deck under 30k" is a very broad statement. How well does a deck need to perform to decide if the deck is "good" or not?

How about a half freak half Junkz deck. You can play around with grudj, esmerelda, waldo, quisachio, Wolfgang, Baldovino (of course your not limited to these, but they are cheap). For the Junkz half: quibik, Tremorh, Romana, Fuzz (the 2 star 7/2 stopp opp. Bonus forgot name, and im on a phone). Play around with those. You can make a good deck with 30k. Of course you cant get Bogdan or the other espensive card with that budget tho
