Its Ability is not Reprisal : Copy Opp. Power and Damage but Reprisal : Copy Opp. Bonus.
We blocked and canceled all market operations on the character while we are fixing the problem.

Bangers have Beeboy ETC. THEY ARE ALL GOOD BUT NOT UNSTOPPABLE in fact all clans have OP cards like Spyke Jackie Cr.You are all not satisfied it's either useless or OP. My point is that he deserves to the Leader.

The issue is all of the cards you mentioned are permabanned in ELO (and for good reason).
In the last couple releases, cards like Noland and Waller are ones I like to see. Good, usable cards that are neither under nor overpowered in ELO, and that offer another legitimate option in the clan.
Of course Noctezuma isn't 'unbeatable', but his fantastic base stats coupled with reprisal:COB is just too powerful in ELO to not disrupt the balance of the room. Not to mention he's in a clan that were already considered by some to be borderline OP.
If you only play modes like Extended Survivor or DM then Noctezuma doesn't change anything. People are complaining because every week's release lately seems to have a strong, rare 5*.
Actually I don't really mind both Noctezuma old and new ability. The new ability is kinda overpowered though.
Leaders of a clan do not need to be powerful, look at Zlatar from the Uppers, Eryton from the All Stars and maybe Don from the Montana. They are the leaders of their clan but yea, they aren't that powerful. (They are cards from the past though.)
Anyway, having said this, I am okay with Noctezuma either way.
