Roots Leader is Kiki, Charlie is clearly the Pussycats Leader if you read some char bios.
As for the ring master issue, irl the ringleader is only the Leader in the actual ring. Those who run the circus aren't generally performers and hire someone to lead the show, not the actual circus.
As far as UR goes, I think it is safe to say however that Boris is the Leader, noone else fills the role and it's hardly a conventional circus by any standards.

Roots = i think, he is not yet released.. but if you would read the bio of Roots, it says "Babylon here" and he might be the Leader of the Roots, in other words, unreleased..
