Leaders arn't a clan as susch so they don't have leaders.
Uppers don't have a Leader, Zlatar has worked with a small team of Uppers in the comics, but no where does it say hes the Leader in any upper bios. If you think about it they all think they are the best so they all class themselves as the Leader.
Roots also don't have a Leader as they are against things like this. The just work together to fight things like the man.

It's arguable if the comics count for Zlatar being the Leader, but I always liked the idea of Dorian and Zatman having to share the position of leadership. Dorian represents the more hedonistic and glamorous side of the clan and handles the media, parties and their search for beauty (though a very shallow version). While Zatman represents the more sinister, greedy and megalomaniac side and handles the clan's dirty and criminal dealings. Zlatar would be a lackey and wanna-be.
