Problem with that idea is that there currently are two different Survivor games going on. There is the ELO version and the Type 2 version. The gameplay between the two of them are different enough that you cannot just equate the two in difficulty, so you would end up paying out twice.
Interesting idea, although that requires a bit more work on coding on the server end. More complexity in the game means more bug-finding and more chances something is going to get screwed up. However, it also will encourage people to challenge the highest level player available on the survivor game (by just rejecting all but the highest survivor) instead of just taking the random challenges. Kinda changes the intent for quick games that promote random pairings for faster play.
Randomness in daily tournaments will not be removed because of cheating, fairness and FUN. You still have the option to play in ELO norandom during tournaments. Daily Tournaments are more a "marathon" than a real competition.
