Direct question to a admin who knows the answer (or someone who knows) 
When will we be getting our guild chat room back? (Or will we?)
The one we had a while back before the chat room got moved to inside game and the chat room tab said "We are currently trying find a way connect this chat room to the one inside the game". then the guild levels got introduced ect...

Im not sure it's that high on Urban Rivals to do list or if they are even looking into it anymore.
Contact support and you will probably get a better answer.
