Can someone that has not bought any credits buy a card from a player?

If so, then I'm interested in buying a card, I'm nearing ELO, and the only thing missing in my deck is a Flyer, if someone has an extra I'm willing to pay 250 clintz.

I've seen Flyers at 200-250 but I am either out of money, or someone faster got it first.
