Has anyone else come across or can anyone explain why im not receiving credit for leveling characters to their max level toward my missions? i have leveled a few characters to max and the "Junior Trainer"mission is not active or even begun on my mission page. however, i am current 21/25 on "Intensive Training" do i have to finish this one or even "Maximize you abilities" before the Junior Trainer one will start? any help will be appreciated. thnx in advance.

Yes, you have to finish the lesser one first before the next one activates. I have completed all of them so there's no problem with them.

This is strange. I've got the same problem and I think it wasn't like this when I played UR some months ago. Normally one shouldn't be forced to finish all next-level missions before the max-level missions are even started, or am I wrong?
