What they mean is 3 people out of the top 25 people in the tournament, Which will be chosen from those 25 people (the top 25 are not chosen at random), will recieve a collector's card. So being in first does not guarantee you a collector's card.
Once those 3 have been selected, 10 more will be selected of the remaining 22 people, also at random, to recieve a rare card.
However being in first does mean you get more Clintz.

No, until monday we run tests to see how it goes.
You'll receive a private message from kate for prizes and results but as it will be written on the message it won't be real until
monday.
The awarding system has been changed because the top of the ranking was plagged with cheating.
As we do not like cheating at all, we have changed the prizes attributions rules to make it almost unuseful to cheat.
Why ? Because, we expect any good and motivated player can rank in the top 25. If someone want to take the effort to cheat to
be there, well, nice for him but maybe he'll get nothing for it so he might better play fair, have fun, and with regularity, quickly
get a nice collector card that we would be really happy to give away to a fair player
