Mmm... I'm really not sure these changes would be "balanced"
I understand why those
Pussycats cards are banned: because they are perfect semi-evo cards.
But i actually use 2 of those cards(
Yayoi and
Wanda) full evolved. Specially,
Wanda is the only one decent SOA that
Pussycats have, and i guess SOA is needed in
ELO. You could say that
Pussycats still are playable in a half deck, but well not everyone wants to play a half deck(i don't want to, at least)
The semi-evo is a problem because players who result benefited with them are the ones who have more money, and that kills completely the strategy part. In my opinion, a better solution would be to ban semievos, or restrict the number of semi-evo cards in the deck.

All Stars, i don't think any particular ban of those is exagerated, but the 3 at the same time? Same with gheists, i admit facing
Rolph and
Toro is one of the things i more hate, but banning the two at the same time? I don't see a really good reason for banning
Leviatonn, the double stops are strategically good, in my opinion, and his power doesn't make him overpowered. But
Bristone is basically THE damage reducer, as well as
Spiaghi. Those two absolutely should not be banned.
Caelus, Sylth,
Ghumbo, even
Uranus, those bans look reasonable. The leaders thing, well i guess it's ok, looks like it could result interesting.
But banning a lot of cards just makes the chose variety poor, and i'm sure that doesn't help to strategic.
