I don't know if I'm the first but I definitely won't be the last to say there is no 'best' deck.
This game is (as far as I know, maybe only in ELO) balanced. Thus making the outcome uncertain, requiring players to think/use strategy and allowing for a variety of choices players can make to build their deck which suits their playstyle or which they enjoy. All factors which make a game fun.
Also, if there was a 'best' deck, it would take away all those factors, making the game no fun. If the 'best' deck does exist, then the first person to collect the most Clintz or the person with the greatest knowledge of the game (odds are they'd be the same person) would already have it. So you can try to track that person down but unless there's some insanely overpowered combination I haven't found yet, there's no deck that could compensate for the other factors of a game, such as pillz management, mind games, blocking 'n' bluffing..
Bottom line- No 'best' deck. Just have fun. Don't grind for Clintz and not enjoy yourself.
Unfortunately, there isn't a straight-forward answer to that question and it depends alot on what you mean by the best deck.
For starters:
What kind of deck are you referring to? ELO? Daily Tournaments Type 1? Daily Tournaments Type 2? Are you simply looking for a deck to play in the rooms that don't have a restriction on the cards you can use? What do you mean by all the clintz you need? Enough to pick up Lyse Teria Cr?
Once you know what kind of games you wish to play, you can start asking questions on the pluses and minuses of the different decks. Unfortunately, only you can say which deck is the best possible deck for you. It depends on how you play the game, but that is something that you can figure out later.
So - first tell us the style of play you are looking for and I'm sure that you'll get alot of suggestions =)
Personally, I think the best deck possible would be a deck full of 1-hit KO cards cuz then u could bluff thru most of ur cards and win in 1 turn.

But seriously, there is no 'best deck'. Almost anyone will tell you that. There's also hardly such a thing as "all the clintz you need". Can you pay millions for a collector?
