Basically it means you play second for the first and third rounds - whereas normally the person who has the most stars
across all their cards has to play first. If you have Ashigaru on your team you ALWAYS play second for the first round. This
means you get to react to the first card, and possibly more importantly, you get to choose both of the final encounters.
In the third round, the first player to send a card out (the player without Ashigaru) might be fighting either of 2 opponents.
When you respond to that by playing against it, you effectively choose both - which of your characters will fight the character
they have put out for round three, and - which of your characters you will play against their final character.
So it's kinda useful.
