I've heard 9 card decks give more xp in tourneys than 8 card decks is this true??

9 card 26* decks allows you to have more low * cards whilst putting you against decks with higher * cards and when you win with a deck which has less * in your hand then your opponent you get +1 point per star. Max 5 pts. so 9 card decks can get more points if used correctly.
