To sum it up for this week:
most powerfull (halfs): Montana, all stars, gheist, nightmare, fpc and with restrictions pussycats, roots and bangers.
That doesn't say that all the other clans won't serve well and won't be able to top. It's just that the above clans are a little more solid/better than others.
Roots can be the strongest in terms of half decks. Unfortunately they keep getting bans every week (e.g. Tuck). Still, you can use a handful of cards like Curlix/Rico/Yookie/Flora/Noodile Cr. A reasonable 11-12* Roots half-deck is strong enough. The remaining stars will be up to you.

I only played elo TWICE my whole UR life, so I never had the experience. 1st is 2 years ago, 2nd is a month ago. But after playing elo for 2 hours, I already had 1300 score. Note: I played it on a Sunday night, so I never had the chance to increase my score further. I used Roots halfdeck consisting of Curlix/Tuck/Yookie/Flora. And honestly, 1400 score is just average for me, and I don't admire people with 1400 score. 1500 is the "great" for me, and one of the players I admire in elo is -Miguel Alves, because he can reach 1500 with any decks he use.

Don't get me wrong. I'm just stating a one-sided scenario. But for me, every half deck is strong, depending upon your usage. And your pill anticipation
The point is, there is no best clan in elo. It is up to the user on how to manage his/her decks properly. And honestly, when I played elo a month ago, Vortex does not scare me. Based on my experience, simple SOB (Nightmare consisting of Azgroth, Eadh, Oshitsune, Artus) coupled with the 12* roots halfdeck I mentioned, Vortex is not a threat to me.
But seriously, for me Roots is the best halfdeck because I have seen tons of decks with Roots cards that reached 1500 in ELO. Try looking at the presets. Based on my experience, if Vortex is faced by an SOB clan, the former just becomes trivial, depending on your strategy.
Yes, 1400 is average. I'm not the best player either, maybe because I don't play much and am absent for 2 months after 1 week of playing. Maybe because I don't want to go on further than 1450 in terms of big5. Maybe because I'm only an average player.
Anyway, you're right. Nearly every half deck is strong, that's for sure. It makes a lot of sense of course, because every clan has at least 4 good cards. And sure theres no best clan, that's why I stated up there the most used halfdecks in current meta.
In terms of Vortex: Vortex basicly kills nightmare (stable nightmare half is edwin, oshitsune, pan, artus). And in terms of your roots example: that's not what represents ingame. You totally left out vortex bonus, but use roots bonus+ability. Vortex does not scare you, you#re right. Neither does Roots on themselve. Both have mostly 12* halfdecks. Both are very good halfdecks. But both only become very good if combined with another great clan.
So basicly I don't know what's the problem. He asked for the best clans in elo. I gave him the clans which are stated to be these ones and also added, that any clan is able of topping if the right one plays it. Or am I wrong?
And one thing: between 1350 and 1400 is a bigger difference than it seems. loosing one game means you need to win 2 - 2 1/2 to go back to your score. Which does not mean it is hard or some great thing. It just may not be as easy as you think (or to say it in other words: it sometimes can be very frustrating and time consuming.
