Veterans are well aware that we have always wanted the ELO to be both a highly strategic and very open game mode. Our desire to have as many strategic options as possible has lead us to revise the ELO mode rules several times. First of all, we created the list of banned characters gathering those who appeared to be most abused. This list enabled us to solve the main balance issues.
Next, however, the metagame gradually crystallized around the two or three dominant clans at the time. In order to prevent the metagame from stagnating, we then introduced a ban on the clan having dominated the previous week. Unfortunately, this course of action did not work as well as we had hoped. Though it provided a certain variety among the clans used to play, it mostly led up to a very negative feature: the "cycling" phenomenon that we are currently experiencing between Roots and Sentinel (and also All Stars for good measure). In addition, the ban of an entire clan is too drastic an initiative.

How do you get your votes:
You get vote for week 2 by playing ELO in week 1. At the end of ELO week 1, you'll receive a certains amount of votes depending of your final rating.
How do you use your votes:
You go the election page and cast them as you want during week 2.
Wich characters goes and wich stays?
To go, a character must have, at the end of week 2, at least 5% of the total votes casted and more negatives than positives votes. So yes, the list can change and will change until the end of the week as more peoples votes.
What happen the week after?
The top played characters from the 1/2 top played clans in ELO on week 2 are up to keep/forbid for week 3 and the players who played ELO in week 2 them will receive votes.

So if hawk is banned, the next week he will not be on the list because he wasnt used, this is just gonna end up the sam as the orther system: decks of the banned cards and the others
also one week elo will be easier and the next(with hawk charlie ect) will be harder
@wise: according to Euzebe's post "In order to vote, you may choose from a list of excludable candidates composed of the 4 most played characters in each one of the 9 most played clans in ELO mode during the previous week in addition to the banned characters of the previous week."
So it looks like as long as Hawk keeps getting banned every week you will be able to vote to ban him each week.
