The different colours around the names indicate rarity. Bronze = common, silver = uncommon, gold = rare.

The three different colors (Bronze, Silver, and Gold) around a character name signifies its availability on packs.
You could access the packs upper right hand corner of the site.

About the German Urban Rivals version.. I don't know how to answer.

There's a little button on top of the site which indicates the language you chose. As you're posting in the english forums, it should currently read "en". Choose "Deutsch" from the drop-down menu and you'll be able to play the german UR-version.
Note, that you'll also switch to german forums, which are much less frequented. You can open different tabs in different languages, if needed.

Not sure if that covered you're question - you may want to give a little detail about which problems you have with the german version.
