Lehane is generally considered the best 2 star of all time and is the mother of all walls
8/2 is the highest non backlash stats on a 2 star ever
I consider her to be number 1 on this list

Gil and Hawkins are alike but shazam is a completely different pumpkin

7/2 stats are pretty solid. I'm not a freaks man but a freak that can copy the opponents bonus and hold it's own against some clan staples for only 2 stars? YAY. he can potentially make a life gap of 10 and is perfect for inflicting that first turn poison
Gil and Hawkins are amazing
Gil gets his main scare factor from being a HORRIFIC first round bluff. those are rare in 2 stars.
5 pills gets you far with him
Hawkins is better in later rounds and is more of an all around type
thanks to his low minimum he is great when the pills are low

back when most cards were 6 powered this card demolished their bonuses and left them helpless while inflicting 4 damage that could 2hko with most of her clan
nowadays she is outshined by many cards and is no longer the legend she used to be but hey
she can still pull her own weight around and is a pretty awesome card throughout

Also just to clarify: there is a middle ground between Clack Lotus-broken cards and Hipster-underrated/overlooked cards that look good on paper and perform well in practice. Like Jean.
What YourRetChicken said - I'm not being a Hipster here, as much as not seeing the point in listing "the best" cards this way. It's painfully obvious they're the "best" cards, for most of them, not all. You can mathematically conclude that many of them are "best" without much doubt, but you can also do this at first glance. If someone is trying to put a deck togather, and has Jackie Cr, and Jackie Cr is legal in a format, and he want's to up his chances of winning, he's gonna put her in without a moments notice and that'll never ever be the wrong choice (give or take). Same with Spyke, except it can probably be any deck.
What's really, really tricky is getting any clue at all about cards which are non-obvious staples. The ones you can't theoretically splash in any and every deck. The ones where you have to choose them over other choices.
I'll give you a silly example of what improved my Sakhrom play (and tourney scores) immensly last month. WoodXsxt and Oxo. at first glance they look sorta pathetic, especially the first one. But then I noticed that at 4 pills one is an 8/3 SoA, and the other is an 8/3 +8 SoB. Which, under the right circumstances makes him WoodXsxt effectivelly better than Lehane or Flanagan. And if you have Mokra or Spyke sitting there glaring at the opponent, noone's pilling too much against woody, so the circumstances actually happen every match. And a furied Oxo is an unreducable 5 damage with a 2*, in a DR clan.
And then I looked at what other clans have for 2* and I was sort of amazed that I couldn't in fact find too many 2* which were more usefull while looking so incredibly harmless. Those 2 would never make the "best ever zomg" list, except handling them is what decided more matches than anything else I've had in a really cheezy Sakhrom deck. Go figure. There's quite a few more mind tricks with pilling them right, but if you know what you're doing with them (and only them, really) they're some of the best 2* in the game by a wide margin. Noone has an 8/3 SoA 2* and an 8/3 SoB 2*, or in fact they do - Jean is a hardcore staple and a Lehane level Pain in the ass, and Flanagan is pretty much the same thing as Lehane.
Another card which is a complete pain in the ass is the 7/2 SoB Pussycat who looks impossibly harmless, but f***s you up whatever you do. I've got Marly, Marly doesn't have a thing on her.

Look, Lehane is also only really good because something fat is sitting there, even if it's just Tobbie. Point is that under the right circumstances, and those circumstances are pretty easy to achieve, WoodXsxt is Lehane light. Is she better? Ofc she's better, but that's like saying "the tallest building in the world is the tallest building in the world". A sensible reply to that is "No shit?". What does pointing out that Lehane is the best 2* get you (and this is kinda debatable, since she's possiby the best wall, and that's only if whoever is going against her is SoB reliant)?
Oxo and Wood aren't "underground usable", they're bloody staples, and very, very good ones at that, except that stuff never gets mentioned because all "the best" lists look like the one you made. Reason I'm taking a break from tourneys is because I didn't want to play Sakhrom anymore and I got so used to having Oxo and Woody and I can't justifiably find a clan with a 2* lineup like Lilou, Woody, Oxo. That's right - I don't have trouble replacing Grax, Spyke or Mokra, I'm having trouble finding competition for these guys.
Also, I lose more points in tourneys/matches against hands with stuff like I mentioned than stuff lke you list as the best. Because singling out a card and then counting up the numbers can only get you the mathematician answer "yes, the obviously best card is the best", while at the same time I beat hands with such "best" stuff all the time and struggle against stuff which is just as good but very, very unobvious.
This factor does make some of the cards on that list as good as they are. Grax, Uranus and Mokra, for example, aren't good because they're mathematically the best at what they do, but because they're unreadable forks. Uranus is a 7/5 dude noone will ever pill against or get anywhere if they do, Grax is a 10/5 pill eater, and Mokra is whatever you need him to be in the 4th round. Lehane is just the 2* SoB with most stats, and Spyke is just silly.
Also, Plunk is one of the best Splashes in the game, Much better than Chiara IMO. Jean is probably the best 2* (with bonus active). The 7/2 Freaks CoB is more vital to competitive Freaks than anything. Diana is only not the best 4* if you include Jackie, Spyke and Striker, otherwise she is. Technically, any 4* Soa with 7+ power and a round winning bonus is equaly obnoxious, the differences are academic.
Oh, and one more thing - the reason the what you "call underground usable" cards are in fact more important than the "bestest" cards is precisely the attitude which creates "the bestest" lists. Anyone can win rounds or force pills with "the bestest". But points are scored and wins are made by evading "the bestest" and playing everything else right. Woody beats Tanaerava. All the time! Why? Because the Tanereva player doesn't want his bestest card to win against Grax, Uranus, or Mokra, and there's this dweeb coming at him, what a nice oppotrunity to get those 7 DMG in! And then it turns out that the dweeb is actually Lehane.
So by my account, and it's a long one, Woody has kicked more "bestest" assess thany any "bestest" card I've ever played, and at very favourable pill exchanges too, making him one of the most usefull cards in my entire collection (which includes pretty much anything). And making him a good contender for a serious best 2* in the game list. Think about this.
