Elite for clans with expensive uncommons. There's always a bunch of uncommons with inflated prices because of cr speculation. There's such rares also, but uncommons are easier to land.

However, if you're purely shooting for Riots, I think New blood (big one) is probably a better bet. Less potential value per booster though.

I got Copernica and all the Riots cards I could want!
I made a surprising amount off the Commons and Uncommons
I can even expand into Sentinel!
