@batdut5 I'm not sure 'evil' makes sense... masterminds, yes, but 'evil'? In your mind, it may be evil, but to them, what 'evil' is being done? Who is losing?
Not saying that what the Oculus are doing (or, rather, what they are going to do, since we have yet to see them in full-swing) is for the good of Clint City denizens as a whole, but they might rationalize themselves as a "greater good" or a "necessary evil"; something created out of necessity to instill order in this wasteland we call Clint City. This "peace" comes at a cost, though: to have everything perfectly balanced requires one side to lose and the other to win.
All in all, the Oculus is supporting "order" above all else, but at what price is yet to be determined. Sometimes keeping order requires a little chaos to set thing right, to tip the scales in their favor.
...of course, this is all the ramblings of a raving loon, so who's to say anything I say will hold up to muster.

Think of it as "Doomsday Clock" from the DC Watchmen series, with the Occulus mirroring Adrian Veidt or Ozymandias, Veidt created global threats, destruction and doom so that there will be ORDER and WORLD PEACE, with the price as millions of casualties. In the Watchmen series, Order that was created, "World Peace" (for a brief moment), yet was destroyed by Rorschach, by exposing that it was Veidt's who (created the mechanisms and tools for peace and global advancement), caused the death of millions, as seen in the Watchmen movie.
