Im guessing that few are unbanned and a few more get banned every week
Then there is also the player ban list. SO that plus this plus the staff banned list arent allowed in ELO anymore

Then ELO might not be for you. ELO changes weekly and to do better than average you will have to be able to change your deck to adjust to the metagame. One deck no changes weekly might get you to 1200 but Kate plus facing higher opponents wont let you get much further.
