Players can vote on what characters to ban for the next week. This happens when many players experience domination of few clans, then they ban characters that the clan can't live without
If you can afford a good deck, you should aim for 1300 ELO. Going above that is a bit risky, but can be done if you're good. If you have hard time getting there, you should stop as soon as you reach it and not risk losing it. Be aware though, that if you don't play for few days, your ELO ranking will drop.
If you have a decent but not amazing deck, aim for 1200 ELO. That will get you 5 credits and eventually you'll get better cards from packs. Also, getting 1200 or above gives you a chance to win one of the free rare cards.
Getting in top100 ELO is really difficult but gives you a chance to win a Cr. 12 of them are given out each week. Keep in mind though, while you may get a chance to win one of the big 5, you have equal chances of getting Terry Cr

That's how elo works. It's a rotating format, which means the cards allowed change every week.
There are 3 categories of banned characters:
permanent banned cars:
Those will mostly stay the same every week. Changes here are rare and announced by the staff beforehand
Those change every week and the staff decides which characters are banned in this category
There will be a voting every week and you get votes based on your elo result in the previous week. Each char with more negative than positive votes that received at least 5% of the total votes will be banned in the next week.
The chars you can vote on are the banned chars from last week + the most used chars of the last week
