A good deck will help you reach 1300 but one cant just recomend a deck that will be garantued to get you there.
Its a matter of current bans, finding a deck that suits your play style and your skill in using it (a bit of luck doesn't hurt either)
and with a budget such as yours building a deck after you find the right playstyle wont be such a problem.

This seems to be more of a player issue rather than deck issue. You have to find a deck you are comfortable using, try not to play too predictably (I get caught doing that too often still >_< ) and just keep playing. You'll get there sooner than you think.

For example, I can't play with All-Stars. I tried that for a few weeks back when we still had Striker, and it just didn't fit me. It's not that I couldn't win matches, it just wasn't as easy.

You could probably hit 1300 w/ Montana's if you stick with it. They are definitely good enough.

Use that deck but if Mona isn't ELO banned then trade Mona for Ottavia. Mona is currently ELO banned

While the above points are true, it is definitely easier for someone struggling to hit 1300 with some decks other than others. I wouldn't recommend Fang Pi Clang because they require near perfect pillz usage but a clan like Rescue can allow for a little mistake. In other words, it is much more difficult to become locked up after round 1 with rescue than it is for FPC.

Just something you might want to think about when picking a clan and deck
