I've seen many people complaining that a few of the Ld's don't deserve the title of Legendary
So I decided to get a defenition of what a is Legend:
1.Very well known
- his speed and ferocity in attack were legend
1.A traditional story sometimes popularly regarded as historical but unauthenticated
- the legend of King Arthur
- according to legend he banished all the snakes from Ireland
2.An extremely famous or notorious person, esp. in a particular field
- the man was a living legend
- a Wall Street legend
No where in this definition does it state that they are the best, or use any words to promote that they are better than anyone else it simply states that they are well known.
So a legend doesn't mean that they're the greatest thing that there ever was, it just means that they are all known
Since you can not purchase them, and they are only obtainable at certain times by doing missions, yes they are legendary.
Just a little food for thought.
Well, personally, I only bother with ones from the clans I'm collecting. Sure, if they're good enough to use then that's great. Else I'll just get them and stick them in the collection even if I'll never use them.
But I can also see how people would scoff at calling these cards legendary. Even looking at your argument and examples, you say that legendary means being well known rather than good. I reckon this is wrong. You get well known cause you are good at something.

-king arthur didn't get famous by being average. He united many warring nobles into one kingdom and won many battles. And the saint who banished the snakes from ireland, well, that was beyond average, wasn't it?
-And the living legend or wall street legend bit? Well, that kinda implies that they were better than the rest, doesn't it? A legendary sportsman for example, do you think he's better or worse than most at his sport? A wall street legend who's bad at his job wouldn't be called a legend would he? He'd be out of a job.
The cards are what they are. Just maybe being called legendary raised people's expectations beyond what was to be reasonable though. But the fact that people associate legendary with above average says something by itself.
This is a no-win scenario for the developers. The effect of making Ld cards good will do far more harm than good. What's the downside of not having good Ld cards? Competitive players complain. What the downside of having good Ld cards? Everyone who doesn't have them complaining *and* a catastrophic effect on the market.
If the cards were really good then the prices of the required cards for the missions would skyrocket beyond the clouds! We already see how the Ld mission-requirement cards' prices have during the past. When Scott Ld came out, Sledge's price jumped from 4,000 to around 9,500? Now imagine if Scott Ld have *really* good stats. Sledge's price might have jumped to 15,000.
The market is sensitive to practically everything. Rumors and mock-ups, can affect the price of a card. Anyone remember a while back, when Melluzine was killed in the comic and everyone rushed to buy her, since they thought she was going to become a Cr? Her price went from around 100 to 350-- give or take. From one little picture some people jumped at the thought of getting a Cr. After the Miss Clint City 2008 (or whatever year it was), at the start of the competition Miss Chloe's price jumped quite a bit because everyone thought she would become a Cr after the competition ended.
There is more to this game than just collecting and playing. If the market collapses than UR is over, so the developers need to be very careful about new additions.
As far as im concerned,a player could have an 800 ELO record and have lost over a million times,but if they have earned the status of legend by getting 100 % + cards in the game then their status of legend is justified(according to the game)
So realistically,if we dont expect such high standards from players of this status,why should we expect the same standards from these cards?

Doesn't change the fact everyone that doesn't have the card would complain on how good it is and that they can't get it anymore.
It's easier for the developers to deal with the whinings of the competent players rather than the barrage of rants from the masses of players that failed to obtain the card.
If im honest, if you want an Ld that badly, play.....its that simple. i take it easy it takes about a week on and off to get the Ld....its not hard
on the other hand, if you dont like the Ld....dont try to get it, or try to get it and never use it, i dont care which you do
