I started UR kinda recently I'm only lvl 16 so I don't have thousands of Clintz to spend and I was looking for some advice on what people with more experience in the game have for retooling the deck.
Its still missing Tula to fill in the last 2* so keep that in mind.

Nice budget deck. There are not that many changes i would make that will keep it cheap so you best bet is to use this deck intill you can afford some more expensive cards and then look on the public presets for deck improvements.
I would agree with other advice suggesting to get your 25*'s with 8 cards.
Cyan and Otto are the same card, but I think Otto is the better of the two. Cyan can too often be left with just the 1 damage from any SoA, while it takes an All-Stop to stop Otto's ability.
I think the deck is quite good for the value, and with clintz being at a premium for you I would suggest a change of Cyan to Sliman. He's cheap, good, and would give your deck the damage punch it needs. He's cheap because there are a lot of them not because he's a bad card.
Use my deck. It pays for itself very quickly.
As far as your deck goes, i would switch the skeelz half to something else with attack manipulation. Attack manipulation is huge in T1. Maybe Montana.
The advice of paying for a whole new deck isn't paying for itself so way to just promote your own deck on my thread asking for actual advice.
As for the preset I posted I made some changes to it a couple days after I posted here. I put it down to 8 cards 25* and I'm gonna be swapping out cyan soon as I can afford to.

A 4,4,4,3,3,3,2,2 deck is a good format for T1.
You've already got a Confidence card though, and those can be difficult to play effectively. I would sell off Manfred (he's selling for very good clintz at this moment), and swap in Greem as your Skeelz 4*. With Greem you can pill strong to get the poison through in round 1, or play her as a bluff setting you up for pill domination in the later rounds. In order for Manfred to be effective you still have to win the previous round which may not leave you in a dominating pill position. This will leave you with an additional ~400 clintz towards a different 3* from the Piranas (Tyd would be my suggestion).
Sorry, didn't mean to hijack the thread. What I meant by "it pays for itself" is that if you did buy it you could make your money back that you spent on it just by playing 5 DTs (probably less).
As for your current deck I would get rid of Liam as soon as possible.
