I won 9 out of 13 ELO matches yesterday (mostly against people with an ELO score of 100+ more than me), but my ELO didn't change once. It stayed at 1017 all day, which is where it was after I played my first ELO match the day before yesterday... What's the deal? If beating someone with 135 ELO more than me doesn't earn me ELO, what does?

The most probable explanation would be that you played and won those matches during the "ELO void" - it's the phase of the week when the former weeks ELO points are tabulated for the rankings, I don't have an exact idea when it starts but it generally happens during the start of the new ELO week (check the difference in your timings to Paris time in order to be precise).
In order to avoid it in the future, wait for the new ELO weeks rankings to be displayed either in the "Rankings" page or in your home page.
