Imperator - humanoid weapons

Roots, many usable low star reducers doubled with the bonus of Soa they can cause serious trouble, like removing some -X opponent life abilities etc.
Pussycats are also strong contenders for the obvious reason of their bonus along with some more cards like Ivana who can counter a high damaged soa card, mainly Ghiest cards as they usually have High damage.
But we cant forget the Montanna's Spiaghi, who is highly used as a great splash, and a staple in any Montanna elo deck.

Overall I reckon Pussycats win overall as the best reduction clan. Having it as a bonus allows for varied abilities, which either boost the reduction or stop your opponent in the track.
Roots would probably come in second. They do have great defence, but are not very effective against other roots / ghiest decks.
Spiaghi comes in third, only because it was based on which clan. But that doesnt make him any less usable then any other Dr, especially if you chuck 2 pills on him, so he has 14 attack. Your opponent will have to waste multiple pills just to get over his bonus, and then deliver small amounts of damage.

I agree with Soundtrack-HW, but I think before Montana (with Spiaghi), comes the Rescue clan, with Slyde and Steve, two staples, in my oppinion, and also Pastor which is a very versatile card if you want to throw in an extra DR (although I personally think there are options here )

Rescue = Noob? So i'm so noob... and Try hard mode on everybody muted are two examples of Slyde and Steve being used together.

Oh, I forgot about rescue, although I personally dont like them, they have very useful drs
So yeah, I'd probably agree with you about the rescue before montanna
