Hey guys is it possible to have 2 Rubie or 2 Oxen in DT T1 match? or is it elo based?

Rules for Type 1
•Your Deck cannot contain fewer than 8 characters.
•The sum of the character levels in your Deck must not exceed 25.
•Your Deck cannot contain any double characters.
