Let me start off by saying there is probably no "fair" way to do this, but I was curious on everyone's thoughts on the subject.
UR has, obviously, grown vastly since its inception. Cards that were relevant and playable when the game first came out have no place in the game now.
What if UR eliminated these cards from the packs? Or if they took a different route and made them all CRs (thus, eliminating them from packs)?
The point being, no one gets excited when they spend money and get a Sandy or a Oryon or a Bill Joby in their packs. These cards are, essentially, useless to the game. They are additional cards to "collect" (key, operative word), but they aren't playable in the slightest.
What if UR removed the opportunity of obtaining these cards from us purchasing packs?
What if UR made it so these cards were the cards you got for free for winning duels?
Collectors will still want to obtain these cards, but UR "players" will not; it's impossible to use these cards even as a beginner and have any chance at winning.
I don't mean cards like Todd, which are basically useless but still have a place in the game. I mean the original, classic cards. Who's base stats don't match their * count and they just about all have "no ability"
There are a lot of these cards out there, and it can be annoying to purchase an elite pack and be stuck with multiple cards you just can't wait to sell.

But how often do you see these said irrelevant cards? Sure,there might be a million copies of a weedle or a celtic guardian that everyone owns,but eventually the packs go out of print and are usually in hard demand to find in packs unless you happen to get lucky in the form of a game shop that has them or you go online and buy copies/packs.But even then you dont truly see them.
And you cant tell me that an ogoun kyu or a bob joby can possibly be used for something like prefulls,they're only 2 stars.Come to think of it,most of the worst cards in packs are two stars.Now i dont know if UR was scared of making unbalanced two stars in this game early on,but that is a discussion for another time.
That said,most newer packs of pokemon or yugioh or mtg or whatever you fancy dont make packs with bland vanilla cards nobody uses.This can be attributed by two possiblities:
1:Making terrible cards was probably just really popular in the late 90s-early 00s,and that died out.Would make sense considering this game was around during that time.
2: The games are so far ahead of the point in their development that it makes no sense to make outdated cards that dont add to the game/have no purpose.
Now the question is,is UR that far ahead in their evolution as a playing/collectible card game? I would say so,because while it may be true that every card has it's purpose,every card eventually has it's expiration date.

@xxcAnimalxx: As stated in the opening line in the thread, there really is no "fair" way to do this. By getting rid of these cards (or finding a different method of distribution) there is going to be some backlash. The final result is not going to be 100% agreed upon by the entirety of UR. I think, overall, the point is that these cards need to go somewhere, away from the cards that are actually useful and playable to the game.
MTG has some pretty bad cards, but all of them serve some sort of a purpose (original cards that are now awful - similar to this UR post - are no longer found in new packs, you can still buy these, but my $4 spent on current packs won't be wasted on useless cards). MTG/Pokemon/Yugioh, etc wouldn't fit as a comparison because your deck is a lot bigger rather than UR requiring only 8 cards....when you have 8 cards per deck you only need a specific amount of legitimate cards to play the game, the rest are just filler until you get that better card.
What purpose does Sandy serve to playing the game? Yes, she is a card you would "collect", but that is the only purpose that card serves, is to collect (which would kind of make it a "collector".....but I digress).
Why saturate the market with cards that no one wants? Maybe have a market plug that limits market offers to under 150 with Kate soaking up the clintz for tickets? Either way, a card like Wilhem or Milton is playable even if it is awful, a card like Mac Hen isn't even realistically playable.
