EDIT: A little more information:
To get Solomon, you need to complete his set of missions, which can be found here:
There is no time limit for the missions, and yes, the final mission can be done in any instance of Leader Wars.
Solomon's ability, Tie Break, will ensure that you win any round in which attack is tied (regardless of Courage or star count,) and win the game if the number of lives is tied at the end of it.

@ghelas about the ELO thing:
Actually, it's easier than that. In ELO, you might need to buy an expensive deck. In LW, the decks are generated with the same luck, so it takes deckbuilding out of the picture. So it's slightly different, but I can see where you're going.
... Oh, and BTW... Ghelas and other staff members - thumbs up from me to you all for making Rb obtainable in this LW without that blasted Perfect. This decision is extra welcome with a high 10 credits entree fee. Makes the card much much much more winnable and causes much less frustration in the end result.
^ All that of course if I understood well and indeed all 3 cards (top 13, 14, Perfect) are that exact same Rb card and not just some Rare and Uncommon besides the Rb for Perfect.
Ghelas you may want to clarify this
" For a moderately skilled player, this is one of the most profitable things that has ever been available in UR. If we had a low price of entry, we could not give out such attractive rewards."
the attractiveness of the reward is directly related to the entry fee
if the cost was 1 clint, then the prize would still be a Striker Rb.... the attractiveness to a collector would be the same, but would be a cheaper card.
careful there, since UR does manipulate market prices, but for Rbs this statement doesnt quite hold true, because what UR does affect the market prices of these cards, almost as much as the decision to Cr a card
on another note, ill give this LW a try if i have time this week.
