If computer coding is anything like logic boxes, yeah.
"If amount of packs is equal to two, award promotion";
"If amount of packs is equal or greater than two, award promotion" and
"Award promotion X/2 times rounded down to nearest full number where X is the amount of packs purchased"
all yield the same result at 2 packs. First one breaks at three, second one is technically speaking valid but unbeneficial to the player at 4 packs and later. It is a one in a million chance anyone would buy 4 titaniums at once, but I'm curious as to what the official logic on it is.
