Shouldn't Artus be allowed up to Polit Arena after the start of the new EFC season? Why is Artus shown to only be allowed up to EFC Tower now?

Because Miss Pandora was released, and the usual chain reaction of cards being knocked down a tier happened, and Artus being the oldest cards of Polit Arena at the time was the one to go.
