#Valhala will have 8 Damage, Shizawa will have 2 Damage (+2 with his bonus)
Both abilities only copy base damage.
First Shizawa`s ability takes effect and does not reflect the changes on #Valhala`s damage
Then #Valhala`s ability takes effect. She copies Shizawa`s base damage while Shizawa copies #Valhala`s base damage.
Shizawa is seen as having the ability "Copy Opp. Damage" twice, regardless he will still copy the same number 2. #Valhala on the other hand copies 8.
Here is another example which explains a similar concept of 2 cards that copy damage:
Yu Mei vs Shizawa. Both have Copy Opp. Damage.
They both copy each other`s damage, but they do not have the same damage. They just copy the base damage.
Yu Mei has 8 Damage while Shizawa has 3 Damage (Fury not included)
This is because the ability only takes into account the base damage.
Kolos Cr and #Valhala
Kolos Cr has 4 Damage, #Valhala has 2.
They copy each other`s base damage.
Kolos Cr now has 2 Base damage while #Valhala has 4 Base damage
Kolos Cr`s Ability: +6 Damage activates giving him a total of 8 Damage.
Think of Exchange as giving both cards the ability: "Copy Opp. Damage". A card with that ability already.
It has a similar principle to using Nuke with a card with the ability Protection: Damage.
Exchange: The starting Damage (written on the card) of your card is exchanged with that of your opponent's.
Copy Opp. Damage: The card has the same number of Damage points as their opponent. This number only takes into account the figure shown on the opponent’s card and does not include changes related to an Ability, Bonus or Fury.
As seen, it works with base stats and does not take manipulation to account.
Hope this helps explain the effect.
