Chaos, will the staff act upon stallers if given proof ? In case forfeits get penalised then essentially we are forced to play 4/5 minute games against stallers. In such cases if screenshots are provided of a particular player waiting till last second every round the staff will take some action ? Even a 1 DT ban should bring such players under control.
Staff regularly ban cards which are contrary to the logic of DT, same should be applicable in case of players I think

For now no because we can't be 100% sure of when a player 'stalls' and when a player 'lost connection'...

So he times out in round 3 after having lost the game because of 'connection issues' yet manages to hit quickbattle at the same time as me thus matching with me again and timing out in round 3 after losing...again !! Not to mention he does it regularly against me and I usually forfeit even before a single round is played but now I will be penalised for it !?

Sounds like a good idea, this will ensure top 5 won't quit against each other but at the same they are not penalised when they forfeit vs slow players
