@Neon-chan I never said "really high", I believe I said "Pretty high" as 1300 is "pretty high". It is hard to debate that 1300 is low.
1300 is enough to warrent a nice little credit pillow.
Naturally a deck that can get you to 1350 is nicer, which a mono-Montana deck can still do when played well.
Just like a mono-Rescue deck can also get to the 1350s or high if played well.
In Conclusion, While Montana may not be Sentinel or Roots-good, they are still very viable in ELO, and do not fit in the "not that great" catagory. Fang Pi would be more deserving
The question is, what you define as "not that great"..Fang Pi is plain bad and except for them and perhaps Freaks, every Clan is probably capable of getting a solid result but ATM Montana is definetly not under the top 10 Clans and with only 19 Clans avaibled, beeing beyond 10th isn't that great But Elo is atm balanced enough that you can overcome the gap in deckquality even with a mediocre clan to get a solid finish. But saying "everything but freaks and Fang Pi" isn't really a good answer to the question for good elo clans. You have to draw the line between "good" and "not so good" somewhere.

Definatly not Top 10?
Lets see
You have, Roots, naturally
All Stars
Sentinels
Piranas
Pussycat, half-deck
Junkz
heck, I'll give you Sakrohm and GHEIST, and even Rescue. I'll throw in Bangers for flavor while I'm at it
And many of these clans above are only debatebly better. Not definatly.
But look at a Montana Half-deck even
Spiaghi - 7/1 *2 with powerful damage reduction.
Mona - 6/4 3* with with great power reduction.
Sharon or Ottavia- 7/5 3*
Prince Jr - 5/3 with power reduction
Only 10 stars and a relatively strong-half deck. Sure it may be a little weaker to Soa (but they have no attack reduction), so you balance them out with some solid power then.
Very playable.
This solid line has to be draw? "Good" and "Not so good" are differing opinons after all. I'm sure 1250 for one person can be balls-on-the-wallz awesome, while compeltely crap for someone else. Just as preference is opinion as well.

Well from what everyone has said so far is to play what im most comfortable playing with so i guess my terrible rating is my own doing because every deck i make is fun for me
one week i do good with all stars/ulu watu and the next week it gets mauled and thats why i made this post to find out what kind of deck is consistant because everything ive made so far isnt

Consistant, eh? Well if you make a Fang Pi/La Junta deck it'll be consistantly bad .
But really, I find to have a consistantly good deck you need to have a deck that can weather anything. What I mean by that is look at the two clans you picked, All Stars and Ulu Watu. +2 pow and -2 pow. Their pretty much the same. That is bad. A good deck has two clans which have different bonuses and at least half the characters need to be able to live without their ability and the other half need to be able to live without their bonus,
Also I think a good deck should have damage reduction. Why? A free no pillz round can be the difference between a win and a loss. And they also make the best bluffs, like Marina and Wolfgang. Will they do good damage or did I spend no pillz on them...
SOA and SOB are not required, but can be helpful at times. Everything has a counter though. Sure Roots is powerful and arguably the current best but a good Junkz or Sentinal deck can deal with them easily(+8 att and high power). Sure Sentinal is doing well, but a good Pussycats/Sakrohm deck can eat them alive.
