When the new CR is announced, what would be the best strategy if you had it and want to sell it at it's top price. Is it something that you you sell within a few days of the announcement or is it best to hold it over time? Also, when a new CR card is announced, can you get it in a deck for a short period of time or no?
CR's are allowed in decks unless specifically banned in ELO. For example, Splata Cr is allowed in all formats. Lamar Cr was banned in ELO by the staff. As for sale strategy ... you've got to decide for youself. As a vet, you might be best served cashing in and expending your non-CR collection so that you can play more decks in more formats.
They best way to make Clintz and get the card back is too sell the new cr card as soon as it's up for sale when it's about 90k if it's a good card, then buy it back when it drops to about 40k.
What do you mean by "can you get it in a deck for a short period of time", if you mean is there a time where it is available in packs, there is before it actually becomes a Cr card, the staff will announce it will become a Cr card and all sales for that card will be cancled for a few days and it will be available in packs until it turns a Cr card. If you mean is it available in packs AFTER it has turned Cr, no.
You can win it in ELO though.
Not always... Like super-lubo said... cards like Chad Bread Cr were high valued when they were newly Cr, but then have gone down in time... Vickie Cr is a good card, so she started decently high, went up to an outrageous amount, and then dropped back down to about where she is now.
and b.t.w. yes, when they announce which cards will go CR that is finanacially THE BEST time to buy packs, considering that each of the card that you get could be worth upwards of a mil.
