Okay, let's start from the beginning:
What is "good" and "bad?"
Now, for my categorization, I'm using a very simple definition of evil: If the group is attempting to gain power for its own glorification, it is evil.
As for good, I'm using a responsive definition: If you attempt to thwart evil, you're good.
Now, one by one:
All Stars=Neutral. Not really in the good/evil fight.
Bangers=Neutral. They just want to set up their little community.
Fang Pi=Evil. They want to overthrow the government and create an extreme militarist state. I'm surprised nobody has mentioned this yet...
Freaks=Neutral. It's just a circus! Yeah, Splata CR is scary. But what do you expect at a circus?
La Junta=Evil. Wants to overthrow the government and create a military dictatorship. That doesn't sound nice.
Pussycats=Neutral/Evil. It depends on what brand of feminism you argue they believe. More than likely, they take a "women are better than men" approach, at which point you could classify them as evil because the objective is to obtain their own power. But I'm overpoliticizing this.
Roots=Neutral. No external influence
Sakrohm=Neutral. Wants external change, but their methods are lobbying, not warfare.

Read their clan biography. They aren't planning some big alien invasion or anything. At best, they are lobbying the government to be more proactive in fostering good human-alien political relations. At worst, they're sitting in their own little corner.
Ulu Watu and Roots: Now you're crossing into subjective ground.
Roots are in favor of a total reversion to pre-technology society. The argument could definitely be made that such is a bad thing. If we took the approach that civilization was a positive thing overall, then your same logic would make Roots evil.
Ulu watu is in favor of environmental awareness. Fine. However, the question becomes one of why they prioritize the environment. A bunch of surfers who decide global warming is bad because it messes with their ability to surf... actually, that's quite narcissistic. But I would place them in a neutral position because, at best, they're lobbying the government. There's no forcible action to save the environment here.
Piranhas... um... are pirates. Look at the individual character descriptions. Robbing, pillaging, and all that fun stuff... that sounds pretty evil.
I will agree, Hawkins is perhaps poorly placed in being classified as "evil." However, we're categorizing a clan as a whole. It's like someone saying Nazi Germany was evil, and you responding by saying "well, this person I knew in Nazi Germany was a nice person, so the entire country should be classified good."
