If there’s one thing you’ve got to hand Ethane, it’s her unique talent
for sniffing out traitors and plots in the making, however big or small
they might be. And of course she knew that by following Pilzken’s and
Bryan’s orders to infiltrate the GHEIST, disguised as Vryer, she was
sure to uncover something untoward. But what she found went far beyond
anyone’s imagination. No clan had been spared and there was not one part
of the city that wasn’t under constant control and surveillance. The
Oculus was everywhere…
Everyone had always thought the Government was the scourge of the
city, its damned and invisible soul, the be all and end all of Clint
City. But therein lay the genius of the Oculus. People often say the
greatest trick the Devil ever pulled was convincing the world he didn’t
exist. But with the Oculus, their greatest trick was to have convinced
people they existed but under a whole other form and a whole other name.
And now the great attack is about to commence. As of Monday, they’ll
be setting their sights on databases, computer servers and the market.
Nothing will ever be quite the same again...

Arcade most likely is a main contributor with the rewards. There was a time the Tokenz wheel existed during Arcade Season 2`s release.
With that, because of the 50K Clintz rewards, I take it more players have Clintz to spend, and because of that, more were buying at that time. Additionally, Gold Tokenz were giving away good Rare Cards.
Nellie went from 9K to 27K during that period.
Similar principle. Just clearing Normal in Arcade gives a player 25,000 Clintz to spend. Naturally, what would players do when they have money?
The more money players have (in this case, Clintz), the more they are willing to spend on high quality cards, and the more they can spend, the higher the prices to accommodate for the costs and needs to spend on newer cards. Since Arcade is giving out a lot, players are willing to spend more, so prices have increased as well to account for increased buyer interest.
I assume the prices will stabilise in a few weeks after Season 3 Arcade HQ 4 is released.
Just a speculation using the principles of Economics, but I assume there are other factors too such as multiple packs, players buying more etc.
