Oakley was an expert burglar of poorly secured warehouses that were packed full of material he could then offload onto the Clint City black market. Until the day, that is, that he was caught and tasered by Sammy who was armed to the teeth. Finding himself in a pretty bad way after their forced landing in hostile territory, Oakley wandered aimlessly until falling to his knees half dead. On awakening, he found himself in the den of a tigress with extremely big teeth. However, far from eating him for her dinner, the tigress saved him and another prisoner, who went by the name of Annie, from certain death. Quickly adapting to their new way of life, the two prisoners formed unbreakable bonds with the tigers and even though Oakley sometimes finds Annie’s self-centered and bossy ways a little hard to handle, nothing could break up the killer team they've now formed with Graou!

When a plane taking prisoners from Clint City to a new jail mysteriously disappeared, the Government was quick to hush it up. The truth is that following a strange breakdown, the plane disappeared into thin air in the Saudi desert to later crash in a lost world where Jurassic wildlife still prospered. Forced to come together under the leadership of Clint City’s two most notorious criminals, the surviving prisoners battled against the hostile environment and ended up climbing the food chain. Now united under the name of the Raptors, the prisoners are back in town with lots of new “friends”. They know full well that their plane was sabotaged and no law is going to stop them in their quest for vengeance!

I was looking through Oakley's art and I noticed that in level 3 he has a rose on his mouth, and I didn't pay attention to that until I saw this: http://ur-community.s3.amazonaws.com/goodies/Goodies 2015/06/DEVIANTART_RAPTORS_ANNIE_OAKLEY.jpg

And then suddenly i realized "OMG!! ANNIE AND OAKLEY ARE TEAM ROCKET FROM POKEMON!!!", they just switched their hair colours, and from what I remember from those days, James often had a rose wich explains Oakley's lvl 3 art!
And the most awesome part is that Graou, the badass tiger is some kind of jurassic version of meowth, one of my favourite pokemons smiley!!!!

In a YouTube interview with Espectroscuro, he actually said that the names of Annie and Oakley were from the song Smooth Criminal, and the character concept was from Jessie and James from Pokemon.

Man. Yusuke had it as the 7/7 Courage 3*. This guy gets it with just his ability and gets to cancel atk mods with bonus. Not strictly better, but almost strictly better.

Oakley might not be the best card in the game, but he does fill a very unique niche in ELO decks (that can be extremely annoying under the right conditions).

With his Courage ability, he has 7 damage. This means that he sets up a 2HKO with another 5 or 7 damage card. Combined with Oscar's Defeat: -2 Life min 0, this can be quite a potent combination. [In fact, Oakley + Rattle with a Defeat from Oscar is a 2HKO combination in ELO]

But, what's so special about 7 damage? Well, it's a 3* that deals 7 damage. As a 3*, he can setup other cards like Kazayan, Oshitsune, or 5 damage Vortex characters like Dagg Cr, T-Gaank, Deaa for 2HKO combinations. Very few other 3* are capable of doing this (e.g. Sylvia Ld).

Besides, even if you don't 2HKO, a 7 damage gap might be irrepairable when combined with DR like Oscar and Annie.

Especially with his bonus, he can get past atk manip, so he forces DR or SOA.

Oakley is not always the best card, but depending on your deck, he might be worth a slot. A Raptors halfdeck consisting of Oakley, Annie, Oscar and Rattle can mesh unexpectedly well with other half decks.

    Oakley review;

    Pros:
    7 power is stable.
    3 base damage is good.
Ability of courage: damage +4 makes his damage even better.
    Artwork is nice.
3-star card, so doesn't take too much space in decks.

    Cons:
SoA weakens him, bringing that damage down to 3.
Has competition such as Rattle, Shaker, Deaf Blake, etc.
Ability is conditional. You need courage to activate it.
Since Oakley needs courage to activate his ability, he always have to play first in a round, which makes him predictable.

Overall-7.5/10. Oakley is a courage card. That makes him very predictable. SoA weakens his damage, since his ability is courage: damage +4. Base stats are Ok, but not great. All in all, Oakley is a decent budget card.
